Israel-Ukraine Strategic Pact Over Iran

Israel and Ukraine signed a strategic pact on 23rd July, 2025. This is a kind of security alliance between the countries. The aim of this agreement is to counter Iran’s ambitions in the region. Both countries consider Iran an existential threat. In this pact, Israel’s main aim is to control the aspirations of Iran in the Middle East. Ukraine aims to curb Iran’s activities, but its main focus is on checking the intentions of Russia. Iran is an important ally of Russia. Its importance for Russia in the Middle East cannot be ignored. Ukraine has been marred by Russia for more than 3 years now. Ukraine is in desperate need to end this war. This agreement can weaken the Russian position to some extent. This means that both Ukraine and Israel have separate aims, but they are following the same path to achieve those aims. This strategic cooperation agreement will bring both countries closer. They would design new strategies to weaken Iran. It will, in return, also impact Russia. In this way, both Ukraine and Israel would be able to get the desired results. But this pact will have implications for global politics too. The result of this shift in regional alliance will be visible soon.
Was this Alliance Needed?
The most important question of the day is, what was the need for such a security alliance? It is obvious that both countries have their own interest in this bilateral cooperation. There is a strategic cooperation agreement between Iran and Russia signed in January 2025. It shows the importance of the alliance between Russia and Iran. Ukraine solely aims to weaken Russia by countering its major ally in the region. Ukraine expects the lessening of severity in the war against Russia after this pact. Israel’s ambition is obvious to the world. It considers Iran as a major foe. It wants to win its war against Palestine. Iran is a big supporter of Palestine in the entire world. It is considered a threat by Israel for this reason, Iran tries to control the activities of Israel by using its proxies, like Hamas and Hezbollah. Israel wants to eliminate this threat. Thus, both Ukraine and Israel want to end the threats to their security by this pact.
Besides, there is evidence of the use of Iranian-backed drones in the Russia-Ukraine war by Russia. The provision of Shahed-31 and Shahed-36 drones to Russia by Iran is a case in point; similarly, the debris discovered from Ukraine testifies to the presence of Iranian-backed weapons in Russian aggression. So, Ukraine is aware of the fact that by controlling and weakening the most important ally of its foe, it helps it counter the real danger. Israel also experiences many missile attacks and drones from Iran. The attack of October 2024 on Israel is a manifestation of this fact. Israel wants to nip evil in the bud. By controlling Iran, it can expect a sign of relief. Therefore, both countries are expecting to save themselves from further attacks.
Threat Perception?
Similarly, Iran’s nuclear weapons are also considered a danger by Israel and many other regional and global powers. Many stakeholders are interested in eliminating or ending Iran’s nuclear program. This shifting regional alliance would be helpful in releasing the dream of many countries. The United States and Saudi Arabia are prime examples. Besides, Russia, which is an important ally of Iran, has close relations with major Middle Eastern countries. Saudi Arabia and Qatar are cases in point. So, these countries would be careful in their reaction to the recent pact between Ukraine and Israel. Moreover, this pact and shift in regional alliances can escalate tensions between Israel and Iran. It will have bad implications for the region.
Finally, this strategic cooperation agreement will have consequences for global geopolitics, too. It can shift the balance of power from east to west. It is likely that the United States and most European countries would support Israel and Ukraine in countering Iran. This can strengthen the Western side. On the Eastern side, China and Russia can come to help Iran. Russia also has good relations with North Korea. This alliance can try to counter the Western group. It can also pave the way for a multipolar world order. The world is already moving in a direction towards multipolarity. But this strategic pact can escalate this process. Hence, this pact would likely have severe implications for global geopolitics.
All the major countries should take some prudent policy measures to calm the tense situation. Further losses should be stopped. Global powers like the United States and China should mediate the Russo-Ukraine war, and major powers should stop suppressing weak countries. Most importantly, a solution should be presented by major stakeholders for the issue of Palestine. Tensions between Russia and Ukraine need to be defused. By following these wise steps, the severity of the situation can be calmed down up to a certain extent.
The recent bilateral strategic pact between Ukraine and Israel is a major shift in regional alliances. The aims of both countries in this agreement are different, but the path followed by both is the same. But this is not the solution to these problems and issues. Needful policies should be followed to alleviate tensions. Global and regional powers need to contribute to the solution of important issues. This would help in giving relief to the regional and the world. Hence, besides this pact, major countries also need to cooperate on the solution of core problems.
