India’s Air-Defence Ambitions Expose the Limits of Strategic Self-Reliance

India’s reported interest in jointly developing technology derived from Russia’s S-500 Prometheus air-defence system has been presented by sections of the Indian media as another major step towards military modernisation. Yet beneath the celebratory headlines lies an uncomfortable strategic reality. Nearly a decade after “Atmanirbhar Bharat” became the central slogan of India’s defence policy, New Delhi still appears dependent on Moscow for the most critical layers of its air and missile defence architecture. The proposed cooperation may improve India’s capabilities, but it also exposes how far the country remains from genuine technological independence.

The distinction between purchasing a completed S-500 system and jointly developing an S-500-derived capability is important. Russia is unlikely to export its most sensitive strategic technologies without restrictions, particularly while it prioritises the requirements of its own armed forces. Any cooperation with India would therefore probably involve carefully controlled access to selected technologies, subsystems or design expertise. Moscow would retain authority over the most sensitive components, including advanced radar architecture, interception algorithms, propulsion technologies and command-and-control systems.

India could participate in manufacturing and integration, but participation alone should not be confused with technological sovereignty

This is the central contradiction within India’s defence narrative. The government frequently presents technology-transfer agreements as evidence of self-reliance, although such arrangements often preserve dependence in a different form. Assembly within India does not automatically create an indigenous weapon system. Local production can still rely on foreign intellectual property, imported components, software access, maintenance support and external upgrades. Unless Indian institutions gain the capacity to design, modify and independently reproduce the technology, the country remains vulnerable to the political and industrial decisions of its foreign supplier.

India’s continuing dependence on Russia is particularly evident in the air-defence sector. The S-400 remains a central component of India’s long-range air-defence network, yet deliveries and operational integration have faced delays. Such delays are not merely administrative inconveniences. They affect force planning, training, deployment and readiness. They also demonstrate the risks of relying heavily on a supplier whose defence industry is managing competing domestic requirements, sanctions-related constraints and production pressures. A strategic system is only valuable when it is delivered, integrated and operational within the timeframe required by national defence planners.

The reported S-500-related discussions also raise questions about India’s indigenous programmes. Project Kusha is intended to provide a long-range air-defence capability capable of engaging aircraft, cruise missiles and other advanced aerial threats. India has also invested heavily in a ballistic missile defence programme. However, ambitious announcements have often moved faster than actual deployment. Testing individual interceptors or radar systems is not the same as establishing a reliable nationwide shield.

Modern missile defence is becoming increasingly complex. Hypersonic glide vehicles, manoeuvring ballistic missiles, low-flying cruise missiles, unmanned systems and coordinated saturation attacks can challenge even sophisticated air-defence networks. No single platform, including the S-500, can provide complete protection against this spectrum of threats. India therefore requires a genuinely integrated system combining early-warning satellites, over-the-horizon surveillance, long-range radars, electronic warfare, cyber-resilience and multiple categories of interceptors. Importing another foreign platform without resolving weaknesses in integration and command architecture would offer only an expensive illusion of security.

The deeper problem is not India’s willingness to cooperate with Russia. Defence partnerships are normal, and even technologically advanced countries rely on international collaboration. The real issue is whether cooperation produces measurable national capability or merely sustains a cycle of dependence. A meaningful partnership must include legally protected access to design knowledge, manufacturing processes, testing data, source codes and future upgrade authority.

India’s Defence Research and Development Organisation has received significant institutional support and financial resources, but major projects frequently suffer from shifting deadlines, fragmented procurement and insufficient accountability. Political leaders announce ambitious systems before prototypes are mature, while the armed forces continue to purchase foreign equipment to fill urgent operational gaps. This creates a recurring pattern: indigenous programmes are promised for the future, foreign systems are acquired in the present, and long-term dependence is preserved.

China’s progress makes this situation more serious. Beijing has invested consistently in indigenous radar systems, long-range surface-to-air missiles, counter-space capabilities and hypersonic weapons. Pakistan, while operating with far fewer resources, has expanded its air-defence cooperation with China and developed a more integrated approach to surveillance and interception. India cannot respond effectively through slogans, media campaigns or occasional high-profile procurement announcements.

The proposed Russian cooperation may still offer India valuable experience, but it should not be marketed as a historic triumph. It is, at best, an admission that India’s existing programmes have not yet produced the required upper-tier defence capability. New Delhi must treat foreign collaboration as a temporary bridge towards independence, not as a permanent substitute for it.

Strategic self-reliance is not achieved by placing an Indian label on imported technology. It is achieved when a country can design, manufacture, deploy, maintain and upgrade its most critical defence systems without external permission. Until India reaches that point, the rhetoric of self-reliance will remain far ahead of operational reality.
