Punjab Govt Launches Health Card Scheme 2025 for Transgenders

Punjab government has recently taken a significant step to promote health equity by launching a dedicated health card scheme for transgender individuals. This initiative is intended to bridge gaps in healthcare access, reduce discrimination in hospitals, and ensure that the marginalized transgender community receives essential medical services without financial burden.

This program complements existing social health protection programs in Punjab (such as the provincial “Qaumi Sehat Card” / Sehat Sahulat schemes) by adding a tailored facility for transgenders. It signals recognition by the state that health rights must include everyone, regardless of gender identity.

Punjab Govt Launches Health Card for Transgenders

In this historic move, the Punjab government has launched a health card program exclusively for transgender citizens. Through this card, transgender people will be able to access essential healthcare services, including emergency treatment, surgeries, and hospitalization all within the government’s approved health network.

Officials stated that the health card will help ensure no one is denied treatment because of gender identity. It represents not only financial protection but also an important shift in how society views transgender rights. The card is expected to cover expenses up to several hundred thousand rupees per year, similar to the general Sehat Sahulat program.

Eligibility Criteria

To qualify for the Punjab Transgender Health Card, applicants are expected to meet the following conditions:

  • Must be officially recognized as a transgender person on their CNIC (National Identity Card).
  • Must be a resident or domicile holder of Punjab province.
  • Must hold a valid Computerized National Identity Card (CNIC) issued by NADRA.
  • Must not already be covered by another government-funded health program offering the same benefits.
  • May need to be registered with the Punjab Social Welfare Department or a verified transgender association (if required by policy).
  • Should provide accurate personal and contact information for verification during enrollment.

How to Apply

Here’s the expected process to apply for the transgender health card:

  • Ensure your CNIC lists your gender identity correctly as “Transgender.” If not, visit NADRA to update your record before applying.
  • Go to your District Health Office or Social Welfare Department center in Punjab. Some cities may also have mobile registration camps for transgender applicants.
  • Request and fill the official Transgender Health Card Form. Make sure all details are accurate
  • Hand in your documents at the enrollment counter. The staff will verify your identity and eligibility.
  • Once approved, you’ll receive your Punjab Transgender Health Card either on-site or via post/digital notification.
  • Present your card at any participating public or private hospital to receive free or subsidized treatment under the scheme.
