RSS-Backed Cow Vigilante Violence in India
The year 2025 has seen an alarming increase in violence by vigilante groups called Gau Rakshaks in India. These groups are no longer limited to cow protection but have taken the form of armed thugs. Their main target is Muslims and other minority communities. These groups are deeply linked to the Rashtriya Swayamsevak Sangh (RSS), the ideological parent organization of the ruling BJP. State patronage and lack of accountability have made these groups fearless. International organizations are constantly expressing concern over these incidents. But the government is giving priority to political interests rather than justice. Critics are calling the situation “RSS Terrorism” and “Vigilante Government.”
A historic increase in the violence of cow vigilantes
In 2025, there was an alarming increase in violence by cow vigilantes in India. These groups can now attack anywhere in the form of mobs. Their excuse is cow protection or fake “love jihad.”
Under this context, a Gujarati lady ate meat and was crushed to death on March 14, 2025. Similarly, Muslims were attacked in Saharanpur by a mob in the same year. On June 7, a similar incident took place in Alwa. On August 20, an elderly Muslim couple was attacked in Bihar on false charges. This series proves that it is not just individual cases of a few individuals but a nationwide pattern. This trend is destroying communal harmony in India.

RSS plans to recruit ‘religious soldiers’
The Human Rights Watch World Report 2018 revealed that the RSS had announced the recruitment of 5,000 “religious soldiers.” Their aim was to stop cow smuggling and ‘love jihad.’ This campaign strengthened the vigilante groups at the institutional level. Some soldiers were also killed. The move is evidence that the violence was escalated under a systematic plan.
Thus, Gau Raksha has become not just a reaction of the mob but a militant movement.
The United Nations has consistently called these vigilante groups a direct threat to Muslims and other minorities. In 2024, UN experts issued a statement calling on the government to take immediate corrective measures.
It was also stated that these groups are virtually exempt from judicial proceedings. This is a clear warning from global institutions that India is backtracking on its human rights commitments.

Political patronage and the role of the BJP
The prime minister of India has publicly supported the Rashtriya Swayamsevak Sangh movement. He called it the world’s largest charity. This definition provides moral justification to extremist groups. A 2024 report also pointed out that state laws and cow protection codes provide legal cover to these groups. Thus, India has become a “Vigilante_Government”, where mob violence is ignored. Critics rightly call it “RSS_Terrorism.”
Historical roots of the Gaon Rakshak Movement
The cow protection movement has its roots in the British era. Hindu nationalist organizations made the cow a symbol of Hindu identity. Mohammad Akhlaq was murdered in 2015 in India and the movement gathered momentum due to this killing. A study indicated that 97% of the brutal incidents took place after the BJP’s government in 2014. This fashion of incidents proves that the RSS and its ideological movement are planning a long-term strategy to turn down the Muslims.
Legal framework and state policies
The Constitution of India provides for cow protection, but it is not a fundamental right. 20 out of 29 states have banned cow slaughter, and in 11 of these states, the laws are very strict.
These laws have been weaponized by cow vigilante groups. Due to legal framework of India, its Muslim and Dalits minorities are the most mistreated communities due to their association with meat and leather. Such kind of Indian laws and steps show that it is promoting discrimination instead of justice.
International reaction and human rights violations
The US Commission on Religious Freedom’s 2025 report listed India for its serious violations of religious freedom in the country. The report said attacks against Muslims and Christians were state-backed.
The Human Rights Watch report of 2018 revealed that the RSS planned to recruit religious soldiers.
Similarly, UN experts stated in 2024 that vigilante groups are immune from judicial accountability. Amnesty International made it clear in 2024 that not only minorities but also journalists are under pressure. All this is a big threat to India’s democratic reputation on the world stage.
Campaign against other minorities
The Christian community is also being targeted. The United Christian Forum documented 731 attacks in 2023 that is quite higher than that of 2022. The states of Chhattisgarh and Uttar Pradesh had the highest number of cases. Even though Indian administration claimed that the stories were exaggerated, the actual situation on the ground overturned their claims. This kind of situation indicates that the crisis is a widespread anti-minority campaign rather than one that is exclusive to Muslims.
Kashmir and Human Rights
Muslims living in Indian occupied Kashmir are living in critical conditions. They are facing tough measures regarding oppression by the Indian forces. The United Nations High Commissioner for Refugees (UNHCR) in its 2018 and 2019 reports warned India to abolish its Armed Forces (Special Powers) Act. However, India has denied these reports that show Indian opposition to global pressure.
The ongoing violence of these vigilante groups and the involvement of the Indian state are destroying its democratic foundations. The lives of minorities are at risk. International institutions are demanding accountability, but the government is prioritizing political gain.
India must return to its constitutional secular values. Otherwise, the future of democracy will turn into a terrible mob rule. The international community must not remain silent.
